How to rotate a plane or line to another position through a certain point?

I try to rotate a plant with respect to a line using two methods in Generative Shape Design.
One is the command "Circular Pattern" and the other is "Plane→Angle/Normal to plane."
However I don't know how to rotate the element to desired position where the element gets through a certain point.
If you know, please tell me how to do, thank you.

in the angle input box, you can got right click and the the measurement tool then measure the angle to your point...
