how to select ball bearing manufacturing equipment

I am interested in low level production of specialty ball bearing and general ball bearing for aircrafts.
the purpose of the production is to service the spare part of hard to find of older spare parts.
this applies to military equipment in general that no longer prime contractors is interested in servicing.

my question is there are many equipment and supplier?
from the experienced production engineer point of view

Q1: what is list of equipment or how to select for non continuous operation/batch operation?

Q2: we can use blank rings with correct hard steel ratings from a forg or we use correct hard steel ratings/correct size pipe and cut. then machine the parts for rings on modern 5 axis turning machine. if you use this approach the hardening step become one step or there is no need to hardened at all, if we started with the correct hard steel? and why you need to hardened of you started with the correct hard steel ratings.

Q3: ball production. the grinding and lapping operation? what are the type of batch equipment to use. can you start with hardened stell of the correct ratings? if not (because it is to hard for grinding?) what is usually the maximum lapping/hardening material can modern equipment handels?

Q4: cages production. does swiss machine is the only type machine can be used for cage/retainer production?. does a turning/milling center 5 axis types can handle such parts? it is economics or the nature of the parts requires a swiss machine?

Q5: can you please indicate the names of equipment to look for in this unusual low volume production.
