how to size DC circuit breaker

hydrogenerator 83MVA-13.8kV use static excitation system with DC circuit breaker.
Power converter unit will comprise 3-phase bridges of six-pulses silica thyritors.
Excitation system report figure out:
1-short circuit at the converter output: 23.7kA (peak current)
2- maximum breaking current capacity: 10kA for DC circuit breaker.
My question: what is the correlation between these values?
