How to start "Pocket PC Programming"?

Dear all,
I'd appreciate your help if you can point me to the right direction on how to write programs on PDAs running PocketPC 2002 or 2003 operating system. I need to interface with serial or USB port as well in my programs. I've heared about .NET compact Framework and so, but don't kow how and where to find softwares to DEVELOPE the codes.

Try this link, I downloaded the version they have for the Palm OS and have had a lot of fun with it.
