Does anyone know how to "Bring over" the GDT tolerancing from a product file onto a 2d drawing?

Create a View From 3D and select the view listed in the annotation section of the product. All annotations associated to that view will appear in the drawing view regardless of their respective Hide/Show state.
You could check No/Show to see if you are missing any other views.

I must be not doing this right,
Could you give a little more info?

Thanks!

Open product
Select annotation on screen with left mouse button, right click - center graph
This will bring you to the annotation section. There will be a View section. We will be selecting views under here.
Switch to Drafting
Select the blank automatic layout.
Tile windows vertically
Select inside drafting window
In the projections menu - select View From 3D, this is also found in the top word menu - Insert - View - Projections - View From 3D

Pick the View in the Product. This will project the annotation data associated with that view and what ever is visible in the assembly.
