HP 650c plotter pen testing at every print

Our 650c plotter has been unused for over a year. We are now using it and every print is taking longer than it should as the plotter spends quite a lot of time testing all the pens before starting to plot. It also offers the option of servicing the pens every time and we have to chose to continue before the plotting starts. Has anybody seen this before or could suggest what the problem could be. We have replaced all the ink cartridges but havent tried to clean any fo the contacts could this be the problem. Any suggestions would be helpful
