HSLA-80 Material Properties - strength/fatigue 1

Does the latest version of the MMPDS include HSLA-80 steel? I only have access to the first edition, but could push management for the second if I need to.

No. These types of steels are not used in aircraft, they are used in automobiles and general construction. There is some data in SAE J1099 and ASM HANDBOOK Volume 19, but the best sources are the member companies of the AISI Automotive Applications committee namely AK Steel, Mittal, US Steel, etc.
