Hss column to W Beam connection for Frame

I am trying to figure out the best way to design/ connect a structural frame for a feed hopper design? the frame is 20' tall x 14' square. The vertical columns are 6x6 1/4" wall HSS tube and horizontal beams are W8x21. The total load in the 4 hoppers is 13,000 lbs. I was debating to weld 2 1/2"x2 1/2"x5/16" clips on the outside of the 6x6 to bolt to the web and one on the bottom to bolt to the beam flange( shown in Picture 1). The other way I was thinking was to set the W beam on top of the HSS column use a L plate to bolt to Beam flanges and bolt clip the corners ( shown in Picture 2). Any thoughts or recommendations to consider?

What is providing lateral stability to this structure? I don't see bracing, so I'm assuming the connection in question is a moment connection - if that is the case, you'll need to connect your top flange of the beam as well.

I suggest providing the load at the connection to get some better suggestions.
