Hurricane-proof anchorage

I need a good structural design reference that specifically addresses anchorage, can anyone recommend one?
My problem is to design an anchorage system to affix window shutters to withstand hurricane forces in Dade County, Florida. Applications will be elevated (dangerous!) and to every kind of substrate, from cement block to wood.

Any help is appreciated...

Consider the "General Motors" of industrial anchorage....often imitated but never duplicated....

Also, check out Simpson makers of Simpson Strong Tie. I'm sure they manufacture other applications that will serve your purpose.
