Rather than blow up yourself, your clients, and some expensive hardware, contact a qualified electrical engineer with experience in HV design. If you can't do the most basic electrical calculations then quite honestly you have no good reason to be messing about with a 4 megawatt power source.

What Scotty said. There are some questions that if you have to ask, you should find someone who knows what they are doing to do the design. There are too many things that need to considered for a quick answer here.

Just to add to what ScottyUK and davidbeach said, this question is much too complex to try to communicate in this forum. In fact, even if someone were to try, you have not provided nearly enough information. Is it to be overhead? underground? Where are you located-what are the anticipated temperature ranges? What are soil conditions? What types of loads? What is the power source?

Someone is going to get seriously hurt or killed if this is not handled by an experienced professional. This is not an extension cord you can just plug in. Fifty-five hundred Volts is pretty unforgiving.
