hi
i have a hydraulic system in which cylinder is operating horizontal. but problem is the while coming out cylinder it speed is more but while going inside it speed reduce to half.what is the reason.

The only answer possible with ZERO information about the REST of the system is "Who knows?"

Dimensions? What's the cylinder doing? What's it pushing or pulling - what are the applied loads both extending and retracting? What's the valve arrangement like? Are there flow controls and what are they set to?
 
half the hydraulic flow is on the return stroke.

Now why is the question that needs more information...

Measure the pressure at both ports of the cylinder while it is acting in and out. That will give you a hint...
 
Probably the extend, outward stroke is connected so that both ports of the cylinder are connected together so that the effective push area is that of the rod. Called regenerative flow connection for rapid advance of the piston. On the retract motion the head end flow is directed to the tank and the only inflow is to the rod end. The annulus area is greater than the rod area.

Wouldn't a simple answer be that your hydraulic load is asymmetric? On the inward portion, you're providing force for moving whatever is at the other end of the hydraulics, but on the outward portion, gravity is providing the force.
