Hydraulic Elevator Disconnect Code Reference

I'm actually an architect (sorry!) but I'm trying to find an answer to this issue in the code.
I have an elevator disconnect (circuit breaker type located in a panel) in the machine room. I need to have an oil cooler for the hydraulic fluid tank, and it has a circuit breaker disconnect in the same panel. The contractor wants to put another disconnect for the oil coolers outside the panel - why not sure. The elevator vendor is saying that's not allowable by code. I can't find the code section - nothing really in NEC Section 70. Does anyone know where I can find this code reference? Thanks! PS - this is in California.
