Hydraulic Fill Placement on U/S Side of Embankment

I am looking for methods, guidance, past experience with placement of fill on the submerged/upstream side of an embankment dam. Fill is just needed temporarily for a working/equipment platform. Depth of water is on order of 10 to 15 feet and need pad of height on order of 25 feet.
 
your placing over 10m of fill in a stream, temporarily ? would piling and a suspended platform be cheaper and quicker?!

regardless, you need to be using a Class 6A fill (as per UK specification for highway works, can be found free on line. search series 600). This is a course fill that is designed to be dumped into water and not to need compaction.

Its advisable to have 3m of fill above this, to improve density of the Class 6A. You also want to have no fines (<5%, ideally 0%) to stop water plumes and kill fish etc. Your ecologist wont be happy
