Hydro generator. Pneumatic vs hydraulic braking

Hi guys,
I have a very specific question and i am hoping that some of you can throw some light on it.
Usually hydro power plants have either electric al braking or pneumatic-hydraulic braking.
Let's keep electrical braking aside. Now in case of pneumatic-hydraulic braking a compressor produces certain pressure which gets to a cylinder which convert s this low air pressure in to high hydraulic pressure which ultimately applied the brake. Means a combination of pneumatic and hydraulic system.
Now my question is- why we need such a system if we can simply employ a hydraulic pump with nitrogen cylinder. This can reduce a lot of components. I always believe that a two medium system is always troublesome then a lone medium system.
Pl help me by making some comments.
