Hydro test on in-service pressure vessels

I understand the requirement of pressure test / hydro test on inservice equipment are derated. Can any one help, which stardards define these guidelines ?

API Standards or the National Board Inspection Code. The use of either Standard depends on in-service equipment and local rules for regulating pressure vessels and boilers.
