Hello,

What is the simplest way to neutralize a hydrocarbons gas stream with less than 1% HCl?
Can we pass the gas stream through a barrel with NaOH solid flakes?

Bubble the gas up through a caustic solution. Is this small scale or large scale, continuous or batch?

If you want exhaust almost HCl-free gas (less than 10mg/Nm3), you may need more than just bubbling. I would consider a small packed tower, with a soda turnnaround.
If the gas contains CO2 , then you'll need to control the pH (not above 8.5), and not under 1.0.
1% is already an important concentration
 
NaoH Flakes( Assuming 99% concn)is too much of concentration to neutralise 1% HCL Gas. Best way i sto Dilute 33% cuastic to Lesser concenration (~ 5%) and use it.
