Good day:

When the NDT tests have been carried out at 100% of the welded joints, the hydrostatic tests must be carried out or they may not be carried out in b31.3.

We have made a line of 3 km of tailings of 34 ".

If your design is B31.3 you must follow the requirements - hydrotest required.
Without more information I would question why B31.3 is being used for 3km of above ground tailings ?

It may be depended on the service fluid category and what are types of NDT tests have been performed, and if this is a "golden weld" as defined and acceptable by the Client.
