hydrostatic tests below zero degrees celcius

I am trying to determine what B31.3 permits me to do regarding performing hydrostatic tests, when the ambiant temperature is less than 0 degrees celcius.

I read thread292-227826 however it references B31.1, my application is for process piping. I would also like to know where in B31.3 it states what I am permitted to do.

Any help is much appreciated, thanks

pneumatic test or add glycol to your test water will do
you may still have to heat a little per Code and inspectors approvals
