Other than actual published elevated temperature test data for 1045 carbon steel (supplied with no heat treatment), I would suggest an approach where knock down factors for each test temperature have been established based on elevated temperature mechanical property data for structural steels. The key is that most carbon steels will follow a similar trend curve for elevated temperature mechanical properties.
