I am putting PIR sheet insulation in a steel cabin on a boat, this cabin gets very hot in summer, will adding a reflective foil layer between the insulation and the steel cabin sides and roof keep the cabin cooler in summer ?

The foil layer on the insulation will be facing inside the cabin .
Everything will be in contact with no air gaps.

Might help with keeping it a little warmer in winter.

Do you have AC? if so, it will help. The OHTC is lessened.
I think Littleinch is assuming you have a heat source in the winter.
Without a heat source or sink, insulation only delays the rate of temperature rise, or fall. If outside heat persists long enough, the inside temperature eventually rises to equal outside temperature, as in winter, without heat inside, the inside temperature eventually falls to equal outside temperature. If you cut the power to a freezer, it reaches room temperature within 48h or so. Running it sinks off what heat enters and it stays cold.

Additional insulation may help keep it cooler for a longer time. Without AC, you'd have to add enough insulation to delay heating and associated interior temperature increase until sunset.
