i have an inverted siphon for which losses correctly calculated. but the inlet is not submerged. my question is will the siphon be flow under pressure or not (hydraulic seal is must?

Every portion of the inverted siphon that is below the hydraulic grade line (HGL) will be under pressure. How much pressure is dependent on how far below the HGL each portion is.
