I/I Sewer Rehabilitation and VCP Structural Stability

Hello eng-tip'ers.

I am designing a sizeable CIPP sewer rehabilitation project (100,000 LF) for a town in the northeast USA. This is my first try at designing a sewer rehabilitation project but I am currently administering a similar project in size and scope in the same town. The town has done CCTV survey of the sewers in the area in question and provided to me this CCTV video. 97% of the sewers in this town are VCP about 50 yrs of age and older. This video is not PACP coded and I am not PACP certified. I understand that CIPP is a good solution to renew the interior of the pipe hydraulics and to prevent I/I, however it may not be a good solution for structural rehabilitation of degraded pipe. Are there guidelines available to identify areas that should be spot repaired using traditional methods?
