I installed a 75 Hp Fire Pump. The pump starter is a D-Y reduced voltage. The pump has two Power supply one is from the utility power company and the second is from an emergency electrical generator.
The question is as follows: Does the emergency electrical plant has to be capable of start “across the line” the fire pump, as NPFA 20 2019 9.3.

Yes. The emergency start handle on the controller is an across the line start. The maximum 15% voltage drop requirement that normally applies during automatic motor-starting conditions doesn't apply to the emergency start handle, but both the primary and backup power supplies still need to be able to start the pump when the handle is operated.
