hi, i have a little problem, We have to construct a earthfill with expansive clays, because it is the only material in the area for use.

What do you recommend to construct the little dam with this type of material? How can I isolate these?

Don't spec a high percent compaction. I'd go for placing it to the density it is found at,maybe like 82 percent Mod.Proctor. Expect it will weaken, so make allowances in the slopes of embankments.
 
Mix with lime at 4% by weight and see if the expansive quality is cured. Place at 1-2% over optimum moisture using 90% compaction of a Standard proctor. Alternate cure is cement adition, (try 5% by dry weight). Cover backside/downstream face of embankment with sand/gravel filter drain and topsoil.
