I want to manufacture ASTM 860 GR WPHY 60 fittings. What ASTM pipe grade should be ordered as starting material?

If you review the referenced ASTM specification, you will find there are limited chemical composition requirements but no reference to a particular grade of material with which to manufacture the fittings. The OP actually posed a good question related to starting material to manufacture fittings.

As I stated, a good starting material is API 5L Grade X60, which meets A 860 chemical composition and strength requirements to manufacture fittings. There are others starting materials as well.
 
Depends on how the material responds to the mandated heat treatment. Starting with a TMCP pipe and then heat treating it might lead to grief.

The other option you have for starting material is A 105 for fittings. You would need to procure the pipe with chemical requirements listed in A 860.
