IBC 2018 Deflection Limits

In Table 1604.3 of IBC 2018:

1. The deflection limit on the wind load, I assume that it means [vertical deflection in roof members] and [horizontal deflection in exterior walls]. Is my understanding correct?

2. Regarding footnote (d), could someone explain what it means? It's not clear to me.

1. The deflection limits are expressed in terms of the member span length L, the deflection that is being limited is perpendicular to L.

2. This is a pretty loaded footnote but it seems pretty clear to me is there something specific about it you don't understand?

1- So this means that the deflection limits in the table are perpendicular to the applied load along the span. Correct?

2- The table heading shows D+L at the last column. In footnote d, it includes the roof live load (<=20 psf) as well (D+L+Lr). So, does this mean that the table heading should be (D+L+Lr)?
Also, why should we consider the creep component of the long-term dead load? Why not considering the full dead load?
