IBC Presumptive Soil Values for Retaining Walls

My supervisor was hoping that I could design a short 4' retaining wall without a geotech report using the minimum presumptive soil values in the IBC 2012. I found the assumed active and at rest pressures in table 1610.1, but I have not been able to locate any minimum passive pressures. Can you assume the "Lateral Bearing Pressure" in table 1806.2 to be the same as passive pressure? I can't find any definition of "Lateral Bearing Pressure" anywhere in the IBC.
