With C&C wind loads, the IBC 2000, now has a 0.7 factor that you can use in association with Table 1604.3, for deflection limits. Since brick deflection limits are not listed in this Table, I assume that we are not allowed to use this reduction factor when calculating deflection for brick venneer with metal or wood stud backup.

Is this how others are interpreting this?

I would consider brick a brittle finish. YOu could justify it also considering the interior finish on the studs likely being wallboard. Then use the 0.7 C&C wind load reduction to limit the deflection.
