ICC Wood Diaphragm Design Values

Does anyone know why values from (OBC)Table 2306.4.1, Wood Srtuctural Panel Shear Walls can be increased by 40% for wind (2306.4) but values for Wood Structural Panel Diaphragms (OBC)(Table 2306.3.1)cannot be increased for wind?

OBC = Ohio Building Code = taken from ICC
