IEC 60364 Load Calculations

I may have the incorrect IEC reference. Looking to perform electrical service load calculations for multi-unit residential high-rise. IEC is the standard we are following. Can anyone direct me to the correct IEC reference document to perform load calculations for residences?

IEC 60364-1 ch.311 Maximum demand and diversity.
Here is a NOTE: Guidance on the calculation of diversity is under consideration.
No specific requirements in NEC.The demand factors are according to number of dwelling units.
BS7671 On Site Guide Appendix 1 Maximum demand and diversity
Here is a statement:
"The information and values given in this appendix are intended only for guidance because it is impossible to specify the appropriate allowances for diversity for every type of installation and such allowances call for special knowledge and experience"
