IEC 61000-4-3 Testing

Hi,

I have one question about Radiated Immunity testing. I see lot of reports and articles on testing according to 61000-4-3 mentions maximum frequency sweep rate 1.5e-3 decade/sec sweep rate and based on this dwell time 3 sec but i dont see this 61000-4-3 mentioning this, that standard just require 1% frequency steps. Is that requirement for only Military test and recommnedation for IEC 61000-4-3, because IEC requires minimum dwell time 0.5 sec only. Can anyone comment on this decade/sec requirement for IEC 61000-4-3/61000-4-6? Will greatly appreciate the response on this.
