I am wondering if anybody is up on IEEE standards. We have found a that IEEE 422 was rescinded sometime around 1994. We have an engineering firm that is adamant that signal cables are required to be run in Rigid conduit when routing through underground duct banks in a power plant per the 422 standard. If the standard was rescinded is there any other IEEE document that would hold us to this requirement? The purpose is for separation between power and signal cables. We feel the separation has been met by leaving 12" between power and control conduits and using shielded cables. How can an engineer design to a standard not recognised by IEEE?

It is not uncommon to exceed the standards. Engineering firms are well within their rights to exceed the standards if they deem it is necessary for the safer or better operation and especially when they are liable for the design.

There could be a lot of valid reasons. If all you want is compliance with standards, you are not asking much of a design engineer. Unless there is some other standard you want him to design to, I don't see how you can be too critical. If he designs to your wishes, and there is a problem, he will be blamed because he, as the expert, "should have known better".

If you are the Owner, just write (and sign) a letter directing him to proceed as you wish. As long as this does not violate any codes and is not a safety-related concern, he will probably be happy to do so, since you are assuming all liability for any performance problems.
