What is the best workflow when it comes to do simple things like making threaded hole on one part and finding concentric hole on another part to connect them with bolt when they are already constrained .Publication of body (with threaded hole) seams to me too "heavy" on file size for such simple things,if you publicate surface it doesn't reflect new holes added after it was extracted.

I've always linked the centerpoints only. And used published sketches of centerpoints for Patterns when there are many holes.

Make an user patter in the part that has the hole for the screw. Then in the part that you need to create the threaded hole, you need to reference the first hole (the same has the first part), then you can make the user pattern using the sketch of the first part. it will create a link automatically. With this all the hole will be concentric, the number of holes will be the same. But like Jackk said, it will be more reliable if you published the sketch.
