In-Service Repair to Boiler without ASME Stamp

Hi,
My company is managing some repair work to a boiler in Spain, which was not ASME stamped and registered with the National Board. All of the various ASME pressure parts were stamped by their respective manufacturers originally, and the repair work is being performed by a company holding an R Stamp.

The owner wants the HSB insurance for the repair, but I'm wondering if that's even possible on a unit that wasn't originally registered and stamped? We do have copies of all the P-4 Partial Data for the components being repaired if that means anything.

Any help or advice is appreciated!

Contact the AIA. The National Board Inspection Code (NB-23) allows for repairs to non ASME Stamped Code Items. Maybe done under a Third Party activity.
