In-Service Valves Leak Detection Responsibility

I have a general question:

Under which department is the In-Service Valves Leak Detection Responsibility.

I do not mean the pressurse relief valves (It is under the inspection department responsibility according API 510), but I mean all the other valve types (ball, check, control,...).

I think that it is under the Operation or Process department responsibility.

But, I need this in a code.

Where can I find this ?

It's correct. The Operation is supposed to be totally responsibility for the daily production operation. For the leak detection, the Ops may need helps from Maintenance and Inspection Groups to schedule as the daily/weekly/monthly activities.
I don't remember to see the Code has specified who is to be responsible for any work performed except the "Owner" of the facility.
