Increase in stress for temp. structures

With varying degrees of increase, allowable bending stress for members in temporary structures (braced excavations, walers, etc.) is common. My question is: is an increase in temporary stress allowable, or common practice when it comes to sheet piling? Any comments would be appreciated.
