Increase thickness of base plate

I want to increase thickness of an existing base plate of a steel post with a signboard. Welding an additional plate to the existing base plate is not an option because welding is not permitted on-site.
Instead can i bolt this additional plate? What other options do i have?
The existing base plate is failing in bending.

It’s unlikey that you can do anything at the baseplate without welding. You might be able to brace the column higher up to reduce the load on the baseplate. A sketch of the structure and the foundation would help.
 
Presuming you are able to remove the post to install this additional plate, can you remove it long enough to provide a better base plate (cut off and replace with thicker baseplate, double the plate with appropriate welding, add stiffeners, etc.) far enough "off-site", then replace? Doing that or just bringing in a new post & baseplate might be your best options.

What shape is your post? Round pipe?

Unless your base plate or supporting member are really unusual, I am having trouble imagining any bolted-only repair that helps a base plate in bending.

If you want to get really crazy, and can slide something down from the top of the post, maybe you could create a pre-fabricated sleeve with "stiffener" fins that bear on the base plate and disrupt the bending planes (bolted to the post body to keep it from sliding back up).

I'm not a big fan of using gusset plates, but, this may be an option.
