Induction VAV Vs Normal VAV systems

Guys,

I recently learned that the induction type VAV systems using low off coil temperatures are becoming popular as you can use lower air flows and therfore smaller air ducts .Is it more efficient than a normal VAV system?I guess there will be an energy penalty on the chiller due to lower chilled water temperatures required?

Trane published a few 'white papers' on using lower temperature chilled water (as well as lower temp air) to save capital and energy on a project. The papers deal with the issue of reduced chiller efficiency (as I recall it is offset by reduced pumping and fan energy - lower flows, smaller pump and fan motors).
