Inerting truck and rail car out of terminals

Can anyone point me in the right direction in NFPA stating the requirements for purging/inerting before loading Rail Cars?

What are you going to load them with?
 
Typically, flammable liquids aer 'blown in' using N2 at about 25 psi. Thus the typical car arrives inerted, since the offloading was sane as loading; blown with N2 [gently - and per ARR, the cars have PRV]
