What is required for an owner-user to make their own inhouse repairs in accordance with the NBIC? Does this require an owner-user accreditation and the oversight of an AI?

For an owner-user, you need to obtain a National Board Certificate of Authorization to Repair Boiler and Pressure Vessels. The web site below will get you into the National Board web site, follow the link buttons to R-Stamp, they list the requirements for owner-user and users;

Several years back when our onsite shop officially got it's stamp it took about 6 months with a dedicated overseer to get through the chafe. It is not an overnight process.
As our shop wasn't in a code state and we had been doing our own repairs, according to NBIC and Code guidelines with inspection by our AI, it was thought that it was going to be a breeze. Nope, we had to completely revamp all our consumables storage, lock and key, stainless on stainless storage. Redo the shop layout, like separate SS and CS fabrication, initiate a traveler system, and have one person to oversee the code work, they initially wanted two shops. In our case it was fairly expensive endeavor. It was initially thought that all welding procedures and qualifications were going to have to be redone from scratch, this was averted after several discussions.
The expertise and quality had always been in our fabrication and repair out of this shop and this was done for two reasons, the state was talking code and potential liability.

R stamp is now a much simple process depending of the State/jurisdiction. which State are you in?

jjenkins;
I suggest you contact the Boiler Board in Louisiana for specific information regarding R-Stamp activities. A state Boiler Board is normally affiliated with either the Safety Division or the Fire Marshall’s office.
