Inside Room Condition for Substation

Dear all,

We are now doing FEED refinery project in West Coastal Region of India in which a substation is envisaged around 2000m². The max ambient temp is 45°C. Substation building accommodates switch gears, panels, MCC, MLDB, etc. I understood from some of the owner specification in previous projects it is indicated as substation to be air conditioned. Heat dissipation from equipments is around 250-300 Watts/m² which requires AHU and Chiller of Higher capacity. I'm looking for cost optimization. Following are my queries,
1) Inside room condition i.e, temp and relative humidity range to be maintained inside the room
2) Fresh air change requirement. We have only two double doors 3m² are exposed to outside with airlock.
