Inspecting a large number of holes

We have sheetmetal panels with up to 500 holes. The parts are punched or laser cut then inspected before forming.

Traditional, there is an X-Y coordinate table on the drawing with the X and Y position and hole size for each hole with 0,0 on the lower left corner of the part. The hole positions are measured with a tape measure.

Question is there another method of inspecting these that do not require the X-Y coordinate table? Overlays perhaps?

A plotted mylar template should work. Include vertical and horizontal dimensioned lines to verify accuracy. I can't imagine this being any less accurate than a tape measure.

What about being ISO certified? I'm not in Manufacturing so I don't know for sure on these things.
