Installing a Force Main inside a larger pipe/sleeve

I need to run a small (2") sewage force main up a new 600' private subdivision road. If the Town has an issue with the FM being above the water main could I offer to sleeve the FM in a larger pipe for the run? Would the extra space inside the sleeve leave too much room for the pipe to move around while the pump is running and possibly cause a break that wouldn't have occurred if it was direct buried?

You would use spacers in the carrier pipe.
I'm not sure this is allowed in most of the US, though, even encased.
 
Is this for a grinder pump? Our regulations require 4" min diameter FM from a pump station. If for a grinder pump station, check with your regulatory agency and see if a continuous HDPE line would be acceptable; basically construct the FM to watermain standards. Definitely check with the local authority and review your state's standards.
