Installing High voltage cables in HDPE pipes

Hi, I have a question regarding installing high voltage (161 kV) through HDPE pipes, using HDD (horizontal directional drilling).

what is the required ratio between the inner diameter of the pipe, and the diameter of the cable?
is there IEC/IEEE standard which addresses this?

some additional details:
The cable is 161 kV, 2000 mm^2 copper conductor, XLPE insulated. diameter is 11.5 cm.
The HDPE pipe has a diameter of 225 mm, and inner diameter of 184 mm (ratio of 1.6).

Do you know what are the requirements according to the International/European standards?
Also, where is it written in the Canadian Electrical Code? which standard and clause?
 
I don't know if such a standard exists for cables above 30 kV. For up to 30kV [35 kV maximum] NEC -USA Chapter 9 Tables Chapter 9 Tables-Table 1 Percent of Cross Section of Conduit and Tubing for Conductors and Cables states 53% for one cable.
The IEC Standard 60502-2 [cables from 6 to 30 Kv-36kV maximum] Figure B.3 – Single-core cables in earthenware ducts states:
The ducts are assumed to be earthenware having an inside diameter of 1,5 times the outside diameter of the cable. That means 40%. However, he goes on to say that 1.2 can still be considered.
IEC Standard 60840 [for rated voltages above 30 kV (Um = 36 kV) up to and including 150 kV -170 maximum] does not mention any thing about this subject.
