Intake gates: upstream or downstream seals?

Hello everybody:

In hydroelectric power plants it is customary to use vertical lift with fixed wheels gates in the intake.

For this question the answers are divided. There are arguments that give advantages and disadvantages for each case. What do you think in the forum? Thank you for your comments.
