Does inter-rivet buckling is an applicable local stability failure mode for composite laminates? If yes, what is the methodology?

Yes.
I can't point you to a canned solution specific to laminates, but the same principals apply (for conventional structures see naca tn 3785). Ensure modulus is worst case for your environment (temp, %moisture).
