Inter-story drift ratio Vs. overall story drift ratio 1

As we al know, the inter-story drift ratio is an important coefficient in the high-rise building design. However, is the Maximum displacement / building height considered as a more important index in US design? Say, satisfy the wind load to 1/400 x H.

It's more important just like bending moment is more important than shear.

You have to check them both.

However, if you design each story for an interstory drift of H/400, your total drift will be less than or equal to H/400, though if you design the total building for H/400, it doesn't mean each story deflection is less than H/400.
