This line is used in interaction diagram for reinforced concrete column design to separate compression and tension splices.

Plot the moment/axial line where strain is zero in the outermost layers of reinforcement under your axail load. This strain gives you neutral axis depth, then determine the moment capacity under this arrangement based on working out the forces in concrete and steel depending on the strain profile.

Any textbook will show you the process.
