Interfacing with an ANSI B16.5 RF Flange

I am working on a military project and need to connect a lube line to a heat exchanger. The heat exchanger calls out a 1 1/4" ANSI B16.5 150# RF flange. The lube lines are 1 1/4" OD ss tubing with a 0.095" wall thickness. Can a flange be welded to this tubing for attachment? Is there generally accepted method for achieving this interface? Normally we provide the HX'er with our product, and the customer takes care of the rest so there are few resources in house.

Here is how we accomplished essentially the same as you are attempting. We used a SIFCO rolled insert flange or a slip on (both welded).
