Interior damage limits seats coverings

I have a question concerning fabric repairs compliance with Part 3 of the Civil Air Regulations (CAR) and with Part 23 of the Federal Aviation Regulations (FAR) applicable to flammability tests for seats.

I have read AC 23.2 flammability tests, but what I am looking for is repair limits (how big of a hole can you have in seat cushions). I have looked in several different manufacture maintenance manuals and cannot any limits. The FAA believes if no limitations are given then you cannot have any damage so repair or replace the item.

Does anyone have any data or know where to point me to limitations in damage limits?
